We model air campaigns using Fuzzy Petri Nets (FPN's). Bottom-up model construction supports simulation-based design of air campaigns. Air campaigns increasingly require cooperation among coalition forces. Automated surveillance has dramatically reduced response time.Our primary contribution is support for establishing control hierarchies. Advance planning establishes hierarchies to match the autonomy inherent in a mission. Dynamic planning supports hierarchy reorganization in response to unforeseen events.
